Introduction to Australian aged care

How aged care works in Australia, what changed with the new Aged Care Act, and where you fit in.

A rights-based system

Aged care supports older people to live as well as possible — in their own homes, in the community or in residential care homes. Workers include personal care workers, nurses, kitchen, cleaning and lifestyle staff, drivers and volunteers.

The Aged Care Act 2024 started on 1 November 2025. It puts the rights of older people at the centre of the system, and it began at the same time as the new Support at Home program for care in people's homes.

Who regulates aged care

The Aged Care Quality and Safety Commission is the national regulator. It registers and monitors providers, handles complaints and receives reports of serious incidents. The Department of Health, Disability and Ageing is responsible for aged care policy and programs.

Providers are measured against the strengthened Aged Care Quality Standards — seven standards covering the individual, the organisation, the care and services, the environment, clinical care, food and nutrition, and the residential community. The previous standards applied until 31 October 2025.

Your part

Most of what the Act and the Standards ask for happens in everyday moments: how you speak to someone, whether you ask before helping, whether you speak up when something is wrong. Your provider's policies and training tell you how to do this in your workplace — this course explains why it matters.
